You said that it’s getting fuel and spark but how are you sure of this? The reason I say that is because it sounds like it could only be one of 2 things either fuel or spark. If you say that it’s getting fuel then obviously the fuel lines aren’t crossed. There could be a slim chance that your Crank Angle Sensor went bad but very unlikely.
Start with the basics and work down the line. There are only a few components per each system that could fail so trace each one from start to finish. Example..... Start with the fuel pump and work that system all the way to the injector. The same goes for spark and so on. Just take your time and you’ll eventually work it out.

I know that the car if getting fuel is that when i try to start it I can hear it build compression up and I can smell and see fuel coming out the down pipe. But while I crank it over sometime the engine will backfire or it makes this weird sound.

yeah Ive moved the plug wires a few times and Ive deflooded it too many times. But the fucked up part is that before i rebuilt the engine it ran perfect "knock on wood"

Dude sorry but I just don’t know. Without seeing the car in person and actually hearing what its doing makes the diagnoses very hard. I'll give it some more thought and let you know if i come up with any more suggestions.

Even if it has no compression it should do something. Disconnect the battery and use jumpers to connect to another running car. Have a friend rev the other car to bout 2k rpm while you crank. Hold the gas peddle down or pump it. If it tries to turn over or if the starter speeds up then you've got something. Just keep after it.
you say that the spark plugs are ok but just for the hell of it grab about 4 of each of the cheap kind of plug. They cost ~$5-$6 each.
Just a question, How long was the fuel sitting for the rebuild? Full or not full tank?
If worse comes to worse then grab a can of starter fluid, its hell on the o2 sensors but better then replacing a good engine. If she turns over on the starter fluid then its probably something wrong with your fuel delivery system (think pump, both filters, tps, injectors).

if its fuel injected don't hold down the gas pedal that will make it harder to start. did you do the rebuild or did someone else? if spark and fuel and sensors are good are your clearances good or is the engine binding internally?

it does not have enough compression to start (that is way you see fuel coming out the downpipe)did you replace all the hard seals?new housings?if you used old ones and they were not in the best shape(scratches, chrome flacking, cracks around the spark plug area, ect.ect)it will take a while to build up enough comp to start by itself, get a fuel cut of switch and pour some oil into the chambers and give it a try,if it start let it run for around and hour or so do a comp and let us know the numbers

After I put a new motor in my old car, I had trouble getting it started the first time as well. Had to floor the gas and just keep on it, and eventually it started. It would die out at anything below 2,000 RPM's so I just let it idle there for a little bit and then it was fine after that.

Yes, The TII still needs the basics of an engine, Air Fuel and Fire. Just do as he said checking over the fuel system first, including injectors. Then once your done with the fuel system check the ignition. Pull a plug off and have a friend crank it. You should either see a spark (if the plug is touching the block) or an arc of electricity from the plug to a ground. Also make sure your getting ample air flow. For testing purposes and testing purposes only pull the filter out, Make sure all the ducts are clean, and crank it again. Don't let the engine run long without it though.
