In my experience, the foam seals between the heater components (blower box, heater core, ac box, etc) tend to desintigrate and the air gets blown out down there instead of being routed to the ductwork. That would be the first thing to check. The crappy part is... the only good way to fix those seals is to remove the dash.

on my 87 turbo I have a weak blower, same on my 91 vert. Now on my 91 turbo, she blows like a $100 hooker. I have pulled the dash, and said seals are wrecked, but she still blows great! It has to be electrical. You can hear the differerance when its on.
Im not quite sure how to test it.

I had two cars that had massively different flows coming out of the dash vents.. one barely had any flow, the other was super powerful (in comparison). The powerful ones had seals intact, the other one did not. I parted out the one with the strong blower and took both blowers out of the cars... put them side by side and tested them.. they both felt as if they were giving the same amount of thrust/cfm. We'll find out for sure when I re-install it into my rebuilt car with new seals.

If you mean it blows at only one speed and one speed only................possibly the transistor on the fan housings TOP FWD side. You need to remove the housing to see it. Probably burnt to a crisp. Remove and replace the fan housing with a servicable one.

In my experience with several 2nd gens I would susppect the logicon for your symtom. If possible find/buy(from a wreck) or borrow a logicon from some source and test this first before tearing into the heter etc.
When the logioon fails it can effect fan motor speed vent openings closing etc. etc.
