headlight motor wiring (searched)

ok i know headlight motors have been covered many times, but this is different.
i know both my motors are bad, so i ordered new (used) ones from ebay. i went to plug them in to make sure they work, and only the passenger side did. so i though great, only one good motor. but then i switched the driver one to the passenger side, and it worked. so i know both motors work. then, with the motor in the down position, i plugged it back into the driver side, and it moved into the up position. i turned the **** but it did not move.
it seems that the driver side wiring is only capable of moving the motor up, not down.
what should i check next? anyone ever seen this before?
the wiring on the passenger side works just fine.
thanks!

is it possible that my cluster switch is bad? i would think not because of the fact that the passenger side works, but im not sure......
also, is there a way i can jumper the plug on the back of the switch to test it? which wires would i jump?
anyone?
