headlight motor question

I have a question guys. I have a problem with one of my headlight motors. When I turn on the lights, both of them light but only one of them pops up. I removed the fuse in the engine bay and tried to raise it manually but the **** looks like its stuck and does not move left or right no matter what... Is this normal if the headlight motor is seized? I was thinking maybe the connecting rod is jammed... So before I remove the front bumper to check it out I thought I should ask first. Anybody had the same problem before?
Thanks

You need to pull the headlight fuse or unplug the motor before attempting to raise the headlight with the manual ****.

And it is probably a jammed or bent linkage.

I already said that I tried that. I removed the headlight fuse in the engine bay. I also tried to raise them manually while I was doing something else in the car with the battery removed but the **** was jammed. I quess I have to remove the front bumper to gain access to the linkage. Thanks again Icemark.

You dont need to remove the bumper, just unbolt the headlight and take it out.

I need to remove the bumper to do some trimming anyway. Thanks Omixeo. i see you are from Tucson. How is Tucson by the way? I was a student at the UofA and lived there for almost 8 years. I had a yellow TII when I was there. I have a lot of friends there.
