the 65psi while cranking sounds like its shot. also i doubt he was doing the test correctly. you need to have the schrader valve removed on the tester and watch the bumps.. its not like a piston where you thread it in, crank and see what its at. a good engine should have an even 'bump' pattern (meaning all bumps are reading the same pressure) between 90 and 120psi. if you think it is good but low from sitting then pour a bit of auto trans fluid in the combustion chamber and crank. if it goes up then you're fine, if not then it has internal engine issues and will need to be torn down.

Sounds like a high mileage, worn out engine that would have to be dissembled and inspected prior to a rebuild.

I hand cranked an engine once, but couldn't get the needle to go over 20psi

get a bus pass until you can afford to gamble with a used motor or purchase a rebuilt engine later on. or better yet buy a running car already with the money you have and fix the 7 later.

these are not cars you want to roll the dice on and hope everything works out in your favor with.
