Which one? If you are refering to the E6k they range for about 900-1100 new. The brand new E11 is something like 1400 or 1500 dollars.

Yes hence it costing 500$ more.

 

Yes the E11 is the newer model with more features so It should be better then the previous E6k. I can't tell you which is better because I don't have experence with either. Ask the guys in the haltech forum on here they should be able to answer any specific question you have with the units. What do you want one for btw.
