rebuild
$1,700 and up, including labor r&r, for a rebuild here in Socal. Not , including if you need to replace the rotor housings and water pump. But, expect to spend $2,000-$3,000 depending on if you wish to upgrade other components.

A rebuild kit for a 13b can be obtained for about $440.00 from atkins rotary. (Try searching them out on ebay) You will also need their full gaket kit, which is another $99.95 to $112.95 (?). As far as rebuilding the motor, you can get a video that will walk you through it, or use one of many manuals that are out there describing the process, or check on the forum, or search online. Resources are endless as long as you search them out. Its really not as hard as one might think. $1200.00 might be able to get you fairly decent running driving N/A RX-7, however maybe not a S5. I would check the Classifieds on here and maybe reserach the car a little more before jumping into anything too quickly, thats just IMO. What kind of mileage does this car have on it? Check the FAQ at the beginning of the 2nd gen. forum for links to sights that will give you things to look for when purchasing a N/A 2nd gen. I guess my best advice is telling you research and asking questions are your best option.

yea, i didn't even take the possability of needing new rotor housings or new rotor(s). rebuilds can be quite costly if engine internals are damaged. You could opt for a rebuilt motor from many places, or you could also try to find a used running motor as well. There are many options, some easier than others....it all depends on your budget and how much you want to work on the car.
