During the initial cold start warmup, the AWS & BAC hold the idle at 3K for 15-17 seconds.
After that the fast idle cam on the TB should hold the idle speed to around 1500.
If there is a high setting or a vac leak that pushes idle speed above 2K the ECU will give a fuel cut to lower the revs.
If the leak or setting is still allowing revs > 2K the process repeats.

The most common cause is a vac leak.
Another cause is the idle air bleed setting is too high.
Also the fast idle cam & thermo-wax pull-off could be stuck or out of adjustment.

How do you go about adjusting those.

I am not sure you can adjust the Wax pellet. But, if you take it off, drop it in a boiling pot of water, you will notice the plunger contract. If it does not, it is broken.

It could also be clogged. Mine, had build-up on the gaskett that allowed the warm water to flow into the wax pellet, therefore not allowing it to pull back on the idle. Once the engine completely warmed up, the engine heat would pull back the pellet. Not desirable.

Good luck,
Chris

Everyone missed it

His description is a classic example of a bad or mis-adjusted TPS.
