Fuel smell, High idle

My 87 TII is having some problems. I'm certain it's a fuel related problem but need some insights. The car starts and hot starts fine, but the idle is high around 1500 RPMs with vacuum at about 14 in/hg and there is a strong fuel smell. The car is also getting awful MPG so I assume it's dumping fuel like crazy. The car drives, but revs sluggish, there is a huge loss of power despite the turbo boosting 8 PSI. It was dark so I didn't get a chance to look at the PD, lines, etc. but what could I be looking at as far as possible problems?
