Fuel Pump Problem

my friend just bought a GXL s4, and we went today to crank it. (been sitting awhile) I switch out the plug with new stocks, new cables cleaned it up a bit fuel filter and battery. We tried cranking it for a bit to build compression back up, never started. kept trying still nothing so I pulled the plugs to notice they where still new.
so i looked to the incoming fuel line, and someone had the clamp already half off along with the hose, so i went ahead and popped it off and turned the key up to fuel pump, no fuel was coming in. crawled under the car and the fuel pump wasnt running, but it was getting later and i didnt thoroughly examine it. but question is was there any kind of problems with this stock on 2nd gens?

The fuel pump does NOT run when the key is to ON.

The fuel pump runs when the key is held to START.

The fuel pump runs when the key has been held to START and the engine started and the key is returned to ON.

The fuel pump runs if the fuel pump check connector is jumpered and the key is to ON.

But it sure does not run with the key to just ON and the engine not running.
