Three -8 ORB fittings with O-rings are about $30, and then there is the cost of the aluminum stock and your time. However, I guess you could save $20 or so by using NPT rather than ORB. Anyway, I went through this same thought process and determined that it was just easier to buy the pre-made fitting. However, if you have a lot of spare time and/or your salary isn't very good, then maybe it is better to make the block yourself. One advantage of a custom block is that you can make it fit the car a little bit better.

The lift pump does not need to supply the same pressure, but it should supply enough volume so that the surge tank does not run out of fuel.

There is a debate as to whether it is better to route the FPR return to the surge tank or the fuel tank. Generally, the fuel tank proponents are more concerned about heated fuel, while the surge tank proponents are more concerned about running out of fuel.

I wouldn't bother with 2 lift pumps, just run one 044 etc.

thats a really nice set up and I want to run the same fuel pump, what kind is it and how much did it cost?

You don't need a strainer if you don't mind all that "yucky" stuff getting inside your new pump and possibly leaving you stranded.
