fixing idle...BAC wont reset

fixing idle...BAC wont reset

i replaced all my vac lines and the bac valve gasket in hopes that my car would idle better. it did actually...but then i decided to bring the idle down a little bit and get it just right. i adjusted it back and forth for a little bit and then i went up to about 1300 rpms because i turned it the wrong way on accident. i cant get it to idle below 900 rpms now. the FSM says to remove the blind cap to adjust the idle. is this stopping me from bringing the idle lower? what is the blind cap?

Don't you turbo guys adjust your idle at the BAC? The blind cap is on the top of the TB's for the NAs...

i have no idea....the fsm said to remove the blind cap from the BAC and adjust the idle using the BAC adjusting screw....
