A few questions here

So i just tore down my TII and it looks like the previous owner put the bigger aftermarket injectors as the primaries and the stock ones as the secondaries. Aren't the secondaries supposed to be the bigger injectors? Also my plugs are fouled and i tried to start it and i pulled the plugs, they smelled like gas but the gas was light black. anybody help me out here?

oh, I don't know a damn thing about the Rtek.

It honestly depends on how the car was tuned and why.

Does the car flood often?

You're sure it was the primaries and not the secondaries?

well, you can't add subtract fuel without a wideband. Contact the seller and ask him about the injectors. Without knowing why he did it we're just going to speculate all day long.

My randome stab in the dark:

He upgraded his injectors because of a bigger exhaust but put the larger injectors in the primaries by mistake and it hasn't run right since. He couldn't figure it out so he sold it.

I can't recommend anything because it could blow your motor. Dyno it, get the AFRs (or buy a wideband) and take it from there.
