I'm not making any assumptions. I'm working from published sources. If you have some contradictory sources, please point me in their direction. I'm on pretty firm ground with NH law though. I've read the statute.
Sure, I don't have the technical ability to do this. That's why I asked. I want to acquire it. Have you done it? If not, then there are things you'll have to learn. $15K sounds on the low side.
