Does the other side blinker work? It sounds like a relay problem. On the side that does not blink can you hear the relay clicking on and off with the turn signal on?

The back turn signal works, but the front only does when the alarm is armed???

Sure you are not confusing the turn signal with the parking lights???

Sounds like you have a bad bulb

Wait, so what's bad about failing inspection? I mean, do they take your car or something? I've heard about people doing smog test and such, but this is the first time i've read someone failing it. So I was wondering, what exactly happens once you fail the test? Better yet, what are the consequences for failing or even when you continue to drive the car? Sorry for thread jacking.

There are two filaments built in the bulb you are talking about.

Again does your alarm flash the parking lights or turn signals??? They are two different things.

And have you checked the bulb yet... too see if either filament is burned out??? Swap the bulb with a brake light bulb to test if you are unable to tell.

if you fail inspection, you get an inspection failed tag on your car. this lets you drive your car for another 15 days. If you get pulled over after the 15th day and you haven't passed an inspection, you'll get a ticket for no valid inspection, which in Virginia is a $30 fine + court costs (usually between $50 and $65). if you fail a second time, i'm not sure if they renew the 15 days or not, but i wouldn't think so, since theoretically you'd never have to pass the inspection as long as you go in for one every 15 days.
