Failed emissions in WA.....of course

Failed emissions in WA.....of course

I have a 89 GTU. I failed emissions today again. it's the third time now. i passed everything except the cruise HC. I passed the cruise CO, idle HC, and idle CO. The readings for the cruise HC was 501 and the limit is 150. So what do I need to do to pass this. Advance the timing more to pass or check my cat. Any suggestions would be appreciated guys.

I too live in WA, and my N/A vert has NEVER passed emmisions. Every 2 years I take it in, it fails, i have a shop put it on the machine, then put in a new o2 sensor. I then have the $250 amount spent on the car (by a certified place) and get a waver. I know I could have permenantly fixed the car for the 500 bucks i've done on it so far but i really just don't care. I've got to get it done soon so i can sell the car and this time im going to try the alcohol trick.

I just did the emmisions on my 91 turbo vert it has a racing beat full exhaust with a 3inch bonz cat installed in place of the pre silencer. Passed with flying colors. I pulled the cat and put the silencer back in yesterday. Monday I will put the cat in my 87 turbo so I can get that one tested. They have the exact same exhaust so it fits just fine.
