If you have have a power fc you need to bypass it. There's a really nice write up for the fd somewhere. I don't know if this applies to you, just a thought.
edit - Found this.

Lord, CA smog laws are strict.

Certain counties in Texas are fairly hardcore, like Dallas and the DFW area counties, but the check engine light illuminating before startup is ridiculous.

according to bar standards, the cel light has to light up (bulb check when you turn on the car), then has to turn off in order to pass visual.
its not lame, it prevents people from modifying their cars and trying to slip **** pass the smog tech.
being a smog tech myself, i will fail people if anything is missing at all. dipstick, cel bulb, anything that belongs there. if i dont, i can lose my license.

so, not lame, be grateful he told you why it failed

Do you mean 127 HC, 0.31% CO, 125 NO? Was this the 15mph or 25 mph test?

The maximums for the test are:
15 mph: 121 HC, 0.76% CO, 807 NOx
25 mph: 96 HC, 0.65% CO, 746 NOx

So you would be failing the HC portion. A simple tune up may be enough to get that within the guidelines.

RotaryRocket88- no the Max for HC is 127 and i got 125
for CO max is 0.79 and i got 0.01
and for NO the max is 825 and i got 604

so the HC part was pretty close to fail, so any suggestion what i should replace, spark plugs im guessing everything is good

The numbers I gave you are off my '07 smog print-out (can't find my '09), but I don't think they vary year to year. Your numbers are strange, since high HC points to a rich mixture and high NOx points to a lean mixture. Your cat may not be functioning as well as it once did. Plugs would be the #1 thing to replace, as well as the 02 sensor.

well i moved one of the bulbs over to the "Check engine light" and now when i turn the car it wont turn off, i checked the blinking code and i thing it 1 long light, pause and 2 short blinks so im guessing 12 and thats the throttle sensor i think, So should i adjust it and the light should go away

12=Throttle Sensor (TPS) Full Range - Fixed at 20% open

TPS issues could definitely interfere with emissions too, so it's helpful to fix it anyway. Hopefully a simple adjustment will solve it rather than a replacement.

yeah i hope its just a simple adjustment, i used the 2 12v lights to adjust it but the warning light is still one, so im guessing it might be the back of the throttle body, fast idle and the am adjusting screw

well replaced the tps with a different one and the Check engine is finally gone yay!! I moved on of the bulbs over to the check engine spot, only problem is i have no bulb in the wiper washer spot lol, would smog tech care theres no light in the washer spot, just as long as the check engine light works?

and since i had high HC on the last test and maybe a bit high NO but not severely close to failing No like the HC part, Is there anything you guys might recommend for me to check, adjust or do to lower the HC?

The frequently asked section said if i you have High-HC Low-Co High-No u should replace converter, check lean air fuel ratio, any leak exhaust valves

i have a new converter, and i passed everything last time except the check engine light lol
