Yes and no. Just because the inlet to the y-pipe is bigger than the 2 outlets doesn't mean it's 3". You could have a 2.5" inlet and dual 2.25" outlets very easily. Wrap a string around the end of the downpipe right before the flange and mark it. Measure the string, that gives you the circumference

C = pi x D

Solve for D, D = C/pi and now you have an approximation of D so you'll know if it's 2.5 or 3"
