engine tension bolts?

engine tension bolts?
on an engine rebuild are the 17 bolts that hold it together are torque to yield or can you use them over again

Torque spec about 27 lb-ft.
You can resuse them.
The "stat-o-seal" washer under the heads need to be replaced.
