emmisions q's

I am looking to buy a 91 n/a and i have an emmisions question I live in ca. tha car has 10,000 on a rebuilt motor that had the ports "cleaned up" not a full port the car has a racing beat header and a 3" system to the mufflers if i get 2 catco cats and weld them in can it pass smog in CA? If not he has the stock system with all cats removed if i put this back on with 2 new catco cats will it pass? other than that the car has an intake but i think that is really it i havent actually seen the car yet just talked to him on the phone.
He is askin 5200 is this a good price the lowest he said he might take is 4500 which i think i will offer him and if he dosent take it then i will go up some what do you guys think?

id say **** it and take it as it is. i only have a downpipe and no cats. but i think Indiana has no emmisions laws!

but if you want, id take the price of the cats, and subtract it from the price of the car, so however much it costs you for the cats, it comes off the $5200.

god damn, im so glad i live in indiana, with no emission laws.............................................. ...................so take my other advise, about the cost.

Smog?

If your planning to get a car to pass smog,, don't get an rx7, it barely passes stock! I mean even if you change the air filter to a performance air filter and that can effect the emissions too. 9 out of 10 rx7s don't pass smog. Soon they will have new smog systems that they'll make your car to run on at high rpm.

He won't be able to transfer the title to you unless the car is registered as a non-running vehicle, without an emissions test.

You also won't be able to register it in your name without that same test.

someone told me that i will have 10 days to get the smog after sale all he will have to do is sign the pink slip and within 10 days i will have to get it smoged than take it to the dmv with the smog papers but i could be wrong. some one enlighten me.

better talk to the DMV to make sure.

Last running car I bought I was specificly told by the DMV that the last owner must supply me with a Smog cert before I took the car.

thanks ill call the dmv monday and ask them if they tell me the same thing it will be much easier for me just tell him to weld some cats to his current setup and have him smog it and hopefully i can buy it for the same price lol saves me at least $200

could you find a loophole in the sytem? maybe buy the car as two. remove somthing that is crutial for the car, so you're buying it for parts, them buy that removed thing sepratly.
but ive never been to cali so maybe that just made me look like an dumbass.
