So i spent a little time browsing the forum trying to find someone who had the same issues i'm having, with no luck. so here's my problem:
When I turn the key to the ON position, NONE of the idiot lights come on with the exception of occasionally the BRAKE light. Then, when I start the engine, only the CHARGE light comes on, and intermitently the washer light fades in and out of view. Meanwhile, my dash lights come on fine, headlights and tail lights and stereo all work fine. cluster will flicker at random. Fuses are all good and i put a new alternator and battery in it and still have the problems. I was thinking it could possibly be a grounding issue, but the negative cable was cleaned and well and looks good.
Info: 87 turbo, emissions delete performed.
Any advice?

The idiot cluster is notorious for having cold solder issues which can prevent the warning lights from working as they should. To check this run a jumper wire grounded on one end while the other end is placed into the back of the Yellow/Blue wire of the largest plug at the CPU w/key to on. This will provide a ground signal on the Y/L wire that runs to the idiot cluster which causes the slew of idiot lights to turn on. If doing this trick works then the problem lies elsewhere and if the lights do not come on then you have a faulty connection/cold solder at the cluster.
You could also disconnect the two wire plug from the alternator and ground the White/Black wire w/key to on and it should do the same thing as above but takes into account more of the components invoved to turn the group of lights on.
The alternator is supposed to output a low voltage signal on the W/B wire under two situations. Either w/key to on and engine off or if the alternator is failing in some regard when the engine is running. When this happens the Alternator Warning Light Relay in the CPU sends a signal to the idiot light cluster to turn the lights on as to notify that the alternator needs attention.
