Electric problems with fuel pump & dash lights
This stuff is really weird and i 've never seen it happen before. My buddy i trying to build up his Rx7 and just to clarify he is using all S4 parts in an S4 car so everything SHOULD be working...
but we cant get a known good fuel pump to do anything with the key on or cranking the motor. We are getting power to the plug it uses, but it doesnt work.
Second problem is with the key OFF the stock volt meter stays on and the idiot light cluster stays on. We've been trying for 3 days to figure these two problems out and they are the only things keeping the car from being drivable. So any help would be apreciated
Edit: also the box under the driver side dash right behind the little 4 inch speaker wont stop making noise!!! It just stays one constant beep. Anyone know why?

#2 problem.....remove the small plug from the alternator and see if the problem persists.
#1 problem....Make sure your looking at the right wire at the fuel pump plug. Don't confuse the power for the pump with the power for the float/gauge. The LARGE BLUE wire on the chassis side of the plug is for the pump. It mates with a BLACK/WHITE wire on the mating plug.
Make sure the ENGINE fuse in the car is good and that all the fuse in the engine compartment are good.
Jumper the fuel pump check connector and turn the key to ON. The pump should run. If you have power at the plug, then see if the ground wire is good at the pump plug.

A quick re-read of the post and I think you MIGHT have a problem with the CPU. Unplug it for grins after you do the other things. ICEMARK fixes CPU's for chump change. It might be related to the idiot lights and squeal only. Not the fuel pump.
Fuel pumps only wirk when: the key is HELD to START.
When the fuel pump check connector is jumpered and the key is to ON or better.
When the engine is running and the key has been returned to ON.

86GXL, first thing to check will be the pump's ground circuit. If you're getting power to the plug on a known good pump, then the ground is suspect.
The pump's ground is among a gang ground bolted to the back structure, in front of the right tailight assy. Pull the carpet back, can't miss it...
To troubleshoot, just jumper the pump's normal ground wire at that strut connector (backprobe it with the plug connected) directly to a ground nearby. If it still doesn't work, check out the wiring on the pump plate feed-thrus...

Every other position of the ignition switch seems to be doing OK?
Somehow you're feeding off of the hot batt bus, then...
Do this- pull the top two rows of fuses one at a time from the fuse box inside of the car- does the problem correct itself when any one of those fuses is pulled?
