Dropped in lowmiles engine cant make it run

Hey guys im looking for some advice i just set a rebuilt 13b with low mileage on it in my second gen it sounds like it gets good compression the rear rotor acts a bit strange though it sucks through the plug holes... were as the front rotor blows through the plug holes.it wont start up it gets fuel air and is getting great spark.the injectors are opening and closing like they shud .it will sputter and gurgle through pipes n sounds like it hits a lick just will not start up.what are some things you guys would recommend trying to get it started up for the first time. Ive done most of the usual things with no luck im thinking about trying a tow start. Thanks in advance for any input thats helpfull

Forgive my ignorance, but have you done a legitimate compression test? Low mileage doesn't mean anything if someone rebuilt it in their garage with a Sawzall and a mallet.

All other signs point to verifying electrical connections.

+1 Compression test it.
I'm guessing everything is stock on it then? Turbo or not?

import engines often have reversed direction setup in the fuel rails and so you have to double check that the in and out connections are correct for the new setup

return line is from the reg.. the reg is the dampner that has a vacuum nipple

Sorry its taken me soo long to reply guys ive been without internet for a few days. Its an 88 6 port non turbo in an 86 gxl shell the motor setup for a few years stored improperly.the guy rebuilt it and ran it 20,000 miles or so in his seven n pulled it to swap into a 64 beetle he never finished the swap before he sold the car n i bought the motor out of it the seals looked great through the exhaust ports the internals of the housing that i could see looked very clean n had no scarring it turned over smooth no bearing noise no signs of leakage of coolant or oil into any places it shouldn't be the motor looks n feels better then the past two used motors ive put in the car. I haven't ran a comp test yet i just got my comp. gauge out of storage yesterday i will do a test tomorrow n put numbers up when i get internet again. Ive went over all the wiring n fuel lines its all correct.im going through trying to make 100 percent certain the timing is right.

Ive got five out of six apex seals stuck any one have any advice to free them up?

You could try Automatic Transmission fluid to try to loosen the seals up..but Honestly it's a last ditch effort.
The only REAL way to bring back 100% Compression,if it is indeed stuck seals,is to take that puppy apart and rebuild it..again.

If the apex seals are stuck I have had success lubing them with motor oil and rotating a lot. Transmission fluid from my understanding is supposed to swell the seals, not sure how but that's what I have always heard.
