driverside headlamp...

driverside headlamp...

... will go down and not up.
I searched and saw the thread about disconnecting the CPU and then another saying that since the opposite side works, the CPU is a non-issue.
I have an 88 vert, that has had sleepy eyes since I bought it (about a month and a half agao). I decided the other day to connect the motors back. They came to me disconnected. The headlights went from sleepy to drivers side down and passenger side up...
(I have a switch that turns on the ambers, and afterwards you use the stock switches for the headlights.)
The OEM retract switch, under the rear defr. doesn't do anything for either one of the headlamps. The headlight switch does however raise the passenger side headlamp up and down, on and off...
There is a relay on the passenger side, but i can't seem to find a relay for the driverside, or even a similar plug like the passenger...
The retract fuse is fine, but i am missing the Headlight fuse underthe hood, IS this the likely culprit?

any thoughts are appreciated...
