The emissions problem depends on how strict the test is where you are. You might get away with just a cat and a well-tuned Haltech.

The VDI is actuated by a solenoid that switches vacuum passages.  The Haltech has a configurable output which is used for VTEC, intake switching, etc. for which the VDI qualifies.  This output can be switches on/off at any RPM you want.
