Do the 20+ HorsePower Chips work? or a Scam, and who gave them a try?

I keep seeing these 20+ HP chip are they safe? and what do they tell the ECU to do?

^lol, if ya wanna do it go to radio shack and buy a resistor don't pay those scam artists whatever they are charging for a resistor that costs like 15 cents
