That's close, but not quite correct. The ACV takes air from the air pump and directs it can either direct it to the exhaust ports or the cat, or dump it overboard via the relief tube if it's not needed.
The first valve in the ACV, the relief valve, either sends it out the relief tube or onto the next valve, the switching valve. This one directs it either to the exhaust ports or the cat via the split air pipe.
As well as all that, there are two solenoid valves, the port air and split air solenoids, built into the ACV that can increase the amount of air going to either the exhaust ports or the cat.
There are schematics of the ACV in the FSM's EFI chapter.

The Port Air solenoid is only used when the milage sw is UNDER 20,000 miles. It added additional air to the exaust ports when the milage was under 20,000 miles. Once over twenty grand has been reached it does not open anymore (there's and exception, but you don't want to hear that, it seems to confuse some folk around here).
The Split Air Solenoid adds additional air to the catalytic converter thru the split air pipe, when you are in fifth gear. And only when in fifth gear does it add the additional air.

I'd go to the Port Air solenoids plug.....and see if it's connected. Then if that was the case, I'd check the wire b/t the Port Air Solenoid plug and the ECU pin 2N for continuity. If that checks out, I'd have a tendency to try to forget it. But the check light would bug me, so I'd end up fixing it to rid myself of the bug light. How many miles on the odometer, please?
