crazy rich but steady idle

my car is a 1988 T2 it doesn't have any emissions stuff on it it also have the TB mod done to it. a few days ago i start it up and notice that my afr's are around mid 11's and if i rev it up it will stumble and dip into the 10's and even high 9's. when at idle it's pulling between 10-12 vacuum. i looked to see if maybe it was vacuum leak but i didn't find anything.

also no matter what i do to the Variable resistor the afr at idle will not change.

My Variable Resistor isn't changing my idle mixture either and its at 11AFR all but 14.5 under load. And just a heads up JABrx7, everyone I have found to have this problem while searching has had no smog equipment. And someone always comes along and say the poster should put it back on. Although I still haven't found out why that is the case. There must be some de-smogged cars running leaner then 11.
