Counter Ballancer Question
I need your help here.
I am building a TURBO motor to put in my sand rail.
I will be using NA rotors & housings with the rest of the parts comming from a 91 TURBOII EFI engine. I have a T2 VW transmission in my RAIL and will be using a Racing Beat Flywheel. I have all the parts for both motors, but the TURBOII motor ate one rotor & housing. That is why I hope to use the NA parts.
I believe I need to use the 13B NA counter ballancers & rotors to work with the RB flywheel. The 13B NA motor has the correct counterballancer to mate to the RB flywheel.
Is that the correct combination?
Any help in this matter would be greatly appriciated.

It needs to be a balanced assembly, so if you are using S4 rotors you need the S4 counterweights (front and rear), if the N/A is a S5 then the counterweight would be the same.

S4 is 86-88, s5 is 89-91.
The turbo intake manifold won't connect up if you are using the NA Irons (side housings). You should try to get rid of the diffusers in the exhaust ports if you use the NA rotor housings. You also need to find another place to get coolant to the turbo since from stock it come from the rotor housings, but the NA housing doesn't have that coolant passage.
