Combustion at 40, whats normal?

and what could cause it to be so low?

btw the starter works fine, norrowed down the turning over problem to the ignition switch, or saftly relay switch,

I'm assuming you mean compression. Should be up around 90-100. could be flooded or you could have a bigger problem. Try the ATF trick to see if it'll come back up.
