code 17(s5 n/a) what does it really do and how do i fix it?

I checked what the code is on www.1300cc.com and it says Feedback system"oxygen sensor output remains below 0.55v 10sec. after feedback system operation beginning". I just replaced the o2 sensor about two months ago but i do have a small exaust leak at my racing beat headers( a whole other story). Would the exuast leak cause this, and what is this doing to the performance of my car, and what do i do to fix the code?
Thanks for all your help guys
Brian

its usually the 02 sensor, but it could be things like an exhaust or a vacuum leak.
