Clutch fan dead?

Still searching but there seem to be different opinions about this.
Well my clutch fan doesn't free spin after 4K RPMs. It is also on all the time even when the car is warm.
I'm gonna assume that it's dead and that I'm going to need a new one correct?

Well, it's going to be spinning when the car is on, but it won't be spinning hard.

Does it spin fairly freely with the engine reasonably cold? And, does it lock up and only spin one or two blades worth after a hard drive?

It spins, but it's not free wheelin'.
It might spin like half a turn when you try to spin it by hand?

The viscous clutch doesn't luck unless it "sees" something like over 230F!
That's fricken hot!
