Clip from thermostat housing bolt-what is it supposed to hold?

Just changed my thermostat and noticed a clip on the left bolt of the housing, nothing was in there. Is it supposed to gather any wires or guide the throttle linkage? Car is a stock '88 vert, thanks.

It's a bracket to hold the wiring harness.
