Get some steel wool. (sp?) I found this works awesome on my stock intercooler. Just be careful of the letters or any print, the wool will rub it off.

For cleaning fins, I use Eagle One Aluminum Rim cleaner (I use it on my rad, that is - NA.)

Spray the fins with LOTS of the rim cleaner, then let it sit for half an hour (out of direct sunlight and somewhere outdoors - the fumes will be nasty.) Then rinse it with a garden hose. Repeat as desired.

IF you use steel wool, use the finer stuff like 0-0-0 or even 0-0-0-0 and the finish will be better.
