Cause to slight hesitation?

So when my 87 TII is at idle, and I jab the throttle about 1/2 way is bogs and then revs up smoothly.
Same when I am rolling in gear at say...3000 RPMs, then punch it quickly. It acts like it it getting too much fuel all at once, and then finally reacts.

I am running with no pulsation dampener, could this be the culprit?
My other guess was some sort of vacuum leak, or my spark plugs are fouled up.

Is the TB ported? Not sure if a ported TB would affect it at idle.

I need to ditch the vacuum rack to eliminate any problems.
I pull about 400mm/Hg at idle, so I would think that I dont have any big leaks.

One thing I did think of, was that I have done a basic "TB mod", but its not ported. I think the part on the TB where the secondary plate shaft (no secondary plates) rests needs to be plugged up.
I shall see...
