Car FAILED smog....too much HC & CO
What could be wrong with my car? It had almost double the max amount of HC allowable and more than twice the max amount of CO. The amount of NO was way under ave.

Try this url towards the bottom for GENII http://www.teamfc3s.org/info/articles/emissions.html That said, I've got two turbo engines and three acv. Neither acv has a functional switching diaphram in them. They get cooked real bad on turbos. You know of course that you are not going to pass unless the acv is on along with the air pump and a functional cat. Using common sense you probably replaced the plugs, put on a new air filter, checked the timing and maybe changed the oil prior to trying to get the sticker, so try the above url. Maybe that will help some. Eventully cats do wear out due to age and neglect. Have fun.Better you than me(joke).Oh yeah, a good o2sensor can't hurt.Should bookmark that teamfc3s site for future. Its a good one.

Stuff
I've seen quite a few of those fuel system cleaners that have a "guareenteed to pass emissions" right on them. The advice I was given (I haven't had to pass emission yet) was to drive down to like a 1/4-1/2 tank of gas, dump in a bottle of the stuff and go take your test.
or a crooked shop would probably work too, although you might run into a problem with Captn' planet.
hmmm organized crime
