Can't raise idle past 600?

after dicking around with various things on the tb (specifically the fast idle, the TPS), my 7 can no longer raise the idle using the BAC screw. I tried spraying some wd40 to loosen the screw up, and i was able to raise the idle a little bit more... but alas... still crap...

here's another thing... when turning the screw out more and more, a hissing sound appears. I cannot gather where it's coming from. i tried covering the hole for the screw... and that doesnt appear to be it. Where could it be coming from, if the sound is affected by the bac screw?
