They're externally identical, but have different part numbers. This almost definitely means they're calibrated differently (different spring rate) to suit the Turbo's higher airflow, so they're not interchangable.

The 86-88 style and 89-91 style are WAY different...it is possible to make the swap, but there's a lot of guesswork and wiring changes to make it work for minimal gain.
There are basically at least 3, if not 4, airflow meters for 2gens...86-88 NA, 87-88 t2, 89-91 NA, 89-91 t2(dunno if those 89-91s are truly different or not). I have used a NA afm on a t2 with no ill efffects. IM not saying theyre the same, IM not saying theyre different, Im just reporting my results of use.

If you look at the AFM testing procedures in the Fuel and Emissions Control section of the appropriate Factory Service Manuals, you will see that the NA and TII AFMs are not the same, and the S4 and S5 are not the same.
