Question budget 13b rebuild, want to get to 400 whp.

Recently purchased a 91 tii and knew going into this that the motor had low compression. I am wanting the best advice on a rebuild while not going broke. I know of a lot of different things to do to get big numbers horsepower wise but I see a lot of more experienced 13b enthusiasts here and need advice. The car already has greddy front mount,koyo radiator, hks bov wg and power silent exhaust,apexi avcr,cc super light flywheel, spec stage 2 clutch,walbro 255.

Just build the motor with good quality parts... And don't concern yourself with HP #'s..

Well I need to be more specific on budget. Its going to be a gradual build, I'm wanting to know if I should go with a small Bridgeport, cryo treated apex seals? Not the daily driver but am wanting to build the block now but only have two grand to spend on the block.

I believe limiting yourself to $2000 on the block wouldn't even get you a rebuild kit and new rotor housings. New housings aren't a necessity, just using that as a reference point.

2 grand is the starting point, want the pro advice on what to do to make it strong, and somewhat reliable when getting into the bolt-ons. Is ceramic coating as good as it sounds? 2-3 mm seals? I plan on spending more but only have a little to start with.

A completely stock engine has no problem with 400hp as long as it is tuned properly, with the right turbocharger.

OK so if I go with a perfect rebuild using factory specs ill manage around 380-400 rwhp without worry? Any suggestions on the tuning? Injector sizes? Stand alone or piggyback? Turbo size and brand? Going for not too expensive but reliable products.
