Brake Booster Pin Measurement

I am replacing the brake master cylinder and booster on my Turbo II. I already installed the booster on the firewall. The manual says to apply a 19.7inHg vacuum to the booster before measuring the pin. I assume the 19.7inHg is the vacuum the engine applies at idle right? So instead of buying a hand vacuum pump can I just connect the booster to the vacuum line and start the engine? Any help/suggestions appreciated.

usually these engines pull around 18"Hg at idle at sea level. the higher you are in the world, the less vacuum it will generate though.
