What is the condition of the battery, battery cables, and connection to the starter?
I've also edited your subject line from something thoroughly undescriptive like "13b help" to a more appropriate subject. In general, you will get better answers if you include a real subject line.

If it's been sitting, seals could have stuck. Get some oil into the spark plug holes and try rotating the engine to build up compression. If that doesn't help, then it's probably rebuild time.

that would not cause the motor to turn slower, actually faster because of the lesser compression. also, your compression readings will not be accurate if the motor is not turning fast enough, I believe recommended speed is 250 rpm. get the engine spinning first then worry about the compression
