Boost questions (searched...but too many result)

Ok, I'm sure this has been answered, but boost and wastegate come up 123412342314 times. Anyway, have an 88tii that's been built, full turbo back RB exhaust , bigger injectors, walbro 255, safc, etc. I had a hallman boost controller installed. Here's the problem. The hallman is turned all the way down (counter-clockwise), but on throttle the boost still wants to jump to 15psi...doesnt' creep...it hits it with no problems. I really only want to run about 10-12 psi right now. So how can I get this down?

should the boost controller be turned all the way down? Right now the ball rattles. I've heard I should actually turn it up a little to actually hold the boost lower? This doesn't make sense to me...but I have heard that. My thinking is, with it all the way down...it should be running stock boost (aside from creep) Any comments on that idea?

Any boost controller cannot lower the boost. If you turn it down to lets say 5 lbs, the controller ball will open at 5, boost will build and the wastegate will open @ 10. If the wastgate cannot handle the overflow, the boost will rise to higher levels. That is why you must port the wastegate, then rely on the controller to raise the boost.
