boost/power issue

im having a problem my 91 has a hard time getting start from a stop. its unbreable until 3k no power but the boost is rising. then a whole mess of power exactly when i hit 3 psi around 3k. i can get on the throttle and see 10 psi and let off and hear the backfire. i also get a lot of vibration coming from the tranny before 3k as well.

Turbo motor I assume?

Check the ignition timing - too retarded igntion timing will do that to you.

Check your coils - if the leading coil is not firing, you get very poor power.
Might as well check your spark plugs at the same time - make sure ALL of them are firing.

Yes!
Fouled plugs mean either no spark or intermittent spark - that's BAD!

i had that same problem.....it ended up being a few vacuum leaks, check the intake pipe by the turbo, mine had a huge crack and was causing my car to bog at low rpm's....but then again i had bad injectors also, which also caused a lot of backfiring, i would say change plugs and wires, check coils, check for vacuum leaks, change fuel filter, and then check injectors.....i did all this and now mine is terribly fast from the start.....good luck
