block off plate question?

What is the point of this kits "EFI/EGR Block Off Kit" Atkins rotary has it? An why would you want to block of the primary inj.?

its emissions equipment that isnt necessary, some places you need to keep your emissions stuff to pass smog testing.

I know that it is to block of the egr valve but I dont understand why the injectors. unless you go with larger sec.
