When you open up the exhaust a little it will raise the boost anyway. Go slowly with the modifications, don't just put a boost controller on there. It's a quick way to blow up your engine. Try starting with a catback exhaust and then do some more research on modifying a T2 engine.
I'm pretty surprised to hear that you have a completely stock T2 actually. Is it nice? Got any pics?

look for a used RB catback. what really gets you is the shipping.
I'm not 100% sure what your boost will be if you just swapped out the downpipe and left everything else stock. There aren't too many stock T2's out there running properly so it's hard to get input from people. Like most owners, my car was already modified when I bought it. What I can tell you though is that just swapping to a downpipe will be safer than installing a boost controller and presumably a fuel cut defender on top of that. Less can go wrong. Worst case scenario is that your boost rises 1-2psi and you might hit overboost fuel cut if the weather gets really cold.
With an EBC you'll either hit fuel cut immediately, which won't make the car very fun to drive, or you will have to eliminate the fuel cut with a fuel cut defender box or a chipped ECU. And then you will have to start checking your AFR's etc.
You know what would be really cool? If you bought a wideband, installed the sensors after the precats, and took a video showing AFR's on a completely stock car. You'll probably want a wideband eventually if you plan to mod it. It would be interesting to see if the AFR's change much as you start installing aftermarket intake or exhaust stuff.
