From what I've seen, there don't seem to be any aftermarket stock sized pulleys available for the 2nd gen besides the dual belt alternator pulley. All are underdrive.

It depends on the Engine, car and setup.
Generally the lighter pullies allow for faster reving and response. Actual power increase is not much though, usually about 1hp - 3hp per pound removed from the stock setup. but you also get faster respons which helps too.
In the case of my truck, it makes a differnce since it loses almost 15lb from the stock setup.
I don't have a clue what they are like on these cars though.
speaking of pulleys - i cant for the life of me remember what they were called, but the 3 pulleys were splined and used a fairly large belt (maybe 2" wide)

Well ive done it on my old B16 in my honda and it made a BIG diff and i had it for my old Rx and it did give alot of power. There was a Co that made pulleys and they did it for a 87 Rx and dinoed it and it made a 10hp diff but thats with all 3 so its not bad $40 to every 1hp not bad
unorthodox(i guess that is how is spelled)use to make a set,i had 2 sets left at my keystone warehouse in PA(PEP BOYS WAREHOUSE)and we could not sell them cause they got recalled(that was like 3 years ago)i still have the part number if anybody is interested

Rotaries use front and rear counterweights. My t2 pulley weighs close to nothing. I would just look into underdrive pulleys, lighteneing the crank pulley would not do much
what is that part number i deal with keystone almost on a daily bassis
ultra s undredrive pulley part#028107 and the whole pulley kit is 0281073,you need to ad 01 at the end of the part number for black,02 for polished aluminum,03 for red or 04 for blue
