Beside the dashpot
and above the TPS

It is connected to the adjuster screw and was just wondering why that when I held it down the engine would do the huff and puff.

It sounds like you're refering to the spring assy on the end of the upper T/B butterfly. As pictured directly to the right of the dashpot here:

Yeah that is it. Now I'm not sure if that one on the left is the dashpot, but after I moved the one on the right and it started surging I noticed the one on the left was slowly extending its arm.
I'm just trying to learn about it before we go adjusting it again. Last time we adjusted it and the surging stopped but now when I turn on the AC it will die at idle.
