bad fuse for the headlight?

i was on my way home from fremont and went over some really bumpy roads, my stance GR+'s are set to stiffest so it was a really rough ride. my headlights went out and they also refuse to close.. so my question is would a bad headlight fuse in the engine bay cause the headlights to not flip up and down aswell?

Yes, there is a fuse in the engine bay that controls the retraction of the headlights, but there is a separate fuse to control the light bulbs.

its behind the foot rest on the driver side in the fuse box there is a cover with all the fuses listed or if you are missing the cover then check the FSM
