Grommet = rubber insulator

Mazda calls the top "grommet" that rubber ring with the groove in it that sits right under the rubber o-ring that seals the top to the fuel rail.  This prevents the fuel injector from banging up and down into the fuel rail that can cause potential damage to the fuel injector and / or fuel rail.

Mazda calls the bottom "grommet" that squared rubber ring that sits at the tip of the fuel injector.  This seals the fuel injector to the intake manifold.  These tend to harden and not seal well, causing an intake leak.
