First, Remove the actuators and make sure they move freely. If they don't, spray some PB blaster where the rod enters the actuator and try to free it. Possibly soak it in PB blaster or something of the sort.
Also check the ports, open and close them by hand, you should be able to spin them very easily with minimal resistance. If you know what the friction of oil feels like, then you should know if they are moving freely or not. Reason I say this is because the oil from the oil injectors will coat the sleeves while the engine is running.
If the sleeves have never been removed or cleaned, it would be a good idea to do so IF you are up for the challenge of removing the intake manifolds and disconnecting vacuum lines and electrical connectors and then installing everything again.
The Intake manifold assembly you can usually, atleast I can on my motor, unbolt the LIM from the engine and leave the DC, UIM and LIM bolted together, disconnect any vacuum lines and electrical connectors, unbolt the manifold from the block from the drivers side, remove the intake tube and anything else and you should be able to remove the entire intake assembly in one piece.
